What needs to be considered when looking to fill either a teaching and research assistant or doctoral position for 2024?

The new terms of employment must be adhered to, and candidates must be informed of them:
Teaching and research assistants:
Minimum employment level of 50 %, protected time: 50 % of the employment level, but at least 30 % of a full-time position (1.5 days); salary: salary class 17 / step 03
Doctoral candidates:
Employment level of 80 %, protected time: 70 % of a full-time position (3.5 days); Salary: SNSF rate

Is it possible to offer higher levels of employment?

Yes. However, protected time must always be adhered to and must be adjusted for teaching and research assistant hires.

Is it possible to increase the employment level without increasing protected time?

For doctoral candidates, the protected time is 70 %, regardless of the degree of employment. If the degree of employment of a research and teaching assistant is increased, the protected time also increases automatically. Exception: temporary additional employment in another function which is not directly relevant to qualification. The additional employment does not lead to an increase in the protected time, but must not hinder the qualification goal.

Is it possible to keep the employment level lower than 50 % for assistants or 80 % for doctoral candidates?

PhD candidates with family care obligations have the option of reducing their workload. However, the minimum workload must be 40 percent.

A person is to be hired to perform chair duties / projects, but not to do a doctorate. Can this person be recruited as a "teaching and research assistant"?

No, this is not possible. The function "teaching and research assistants" requires the work on a doctorate. Therefore, research and teaching assistants will always receive protected time in the future. 
Persons who perform tasks at the chair and are not pursuing a doctorate can be employed by the faculties as "Temporary Teaching & Research Staff" within the framework of a two-year pilot project. The duration of employment is limited to 2 years and the classification is the same as for teaching and research assistants.

To which status does the position "Temporary Teaching & Research Staff", created as part of a two-year pilot project, belong?

It belongs to the status of "Senior Researchers and Teaching Staff". The positions of doctoral candidates and teaching and research assistants are junior academic positions and therefore belong to the status of " junior researchers".

Can holders of junior academic positions (doctoral candidates, teaching and research assistants, postdocs and senior teaching and research assistants) be employed in the new personnel category "Temporary Teaching & Research staff" for a limited period of two years?

For activities relevant to the qualification, persons must be employed in a junior academic position. Teaching and research assistants and doctoral candidates can only be employed temporarily as "Temporary Teaching & Research Staff" for non-qualification-related activities in addition to the doctorate. "Temporary Teaching & Research Staff" is not a new employment category, but a new position within the "Academic Associate" employment category. This new position applies in particular to people who have a Master's degree but are not pursuing a doctorate or habilitation. They temporarily support the chair in teaching and research. Such activities can also be carried out by PhD students, but they should not hinder the doctoral objective.
